California has just taken a bold step that challenges the long held belief that regulation and innovation must always clash. Governor Gavin Newsom signed SB 53, a sweeping AI safety and transparency law, making California the first state to require large AI labs to publicly disclose their safety protocols and adhere to them under enforcement. This marks a turning point in how governments may oversee powerful AI systems while still encouraging creativity and progress.
At the core of SB 53 is a push for transparency. The law calls for major AI developers to reveal how they prevent catastrophic risks from misuse in cyberattacks to biosecurity threats. Companies must explain the safeguards built into their models and then stick to those standards under oversight by the state’s Office of Emergency Services. Proponents argue that these are not radical demands. In fact, many leading firms already conduct safety testing, publish model cards, and institute internal review processes.
